Dr. Ceola Davis Barnes

Founder, African American Ladies Legacy Foundation
Conceptual Founder, Illinois Black Hall of Fame
Nominee | Nonprofit Leadership

Dr. Ceola Davis Barnes is a visionary whose lifelong commitment to service has empowered individuals and strengthened communities of learners. Her deep passion for African American Women History, education, mentorship, and legacy-building led her to establish the African-American Ladies Legacy Foundation (AALLF)—a nonprofit organization that honors African American women with “First Distinctions”. Dr. Barnes intentionally promotes the foundation’s motto, “EachOne, Reach One; EachOne, Teach One and EachOne, Leaves One .. A Legacy”.

After retiring as a principal from Chicago Public Schools, Dr. Barnes earned her Doctor of Ministry from United Theological Seminary. Her research in nonprofit leadership and the historical contributions of pioneering African American women became the foundation for AALLF. Its mission—TAP: Teach, Appreciate, and Preserve—reflects Dr. Barnes’s dedication to honoring those who paved the way for generations of female leaders.

Expanding her vision, Dr. Barnes conceptualized the Illinois Black Hall of Fame (IBHOF) to recognize and celebrate the achievements of African Americans with Illinois ties. Inspired by the induction of her brother, U.S. Rep. Danny K. Davis, into the Arkansas Black Hall of Fame, she saw the power of legacy to educate, inspire, and transform. The IBHOF not only honors excellence but serves as a catalyst for youth inspiration, civic pride, and historical preservation.

In 2020, under Dr. Barnes’s leadership and in collaboration with IBHOF General Chair, Atty Richard Boykin; Honorary Chair, U.S. Rep. Danny K. Davis; and the late Governors State University President, Dr. Cheryl Green, Governors State University became the proud and permanent home of the IBHOF Museum. Its presence on a public university campus ensures broad access, academic enrichment, and an enduring institutional legacy. With quiet strength and persistent vision, Dr. Ceola Davis Barnes has created spaces where Black legacy lives, Black History – American History thrives, and excellence is honored.
